Any motor carrier, broker, or freight forwarder applying for or maintaining federal operating authority from the FMCSA for interstate business must file a BOC-3.

The annual service fee is $129 plus a one-time $10 enrollment fee. There is also a $15 processing and handling fee for any service of process received in excess of 3 pages, except for the first service of the year, which is included at no extra charge.
